Harold Kisner, founder
and Executive Vice President of

builds bridges between laboratory
medicine and business by leveraging
his complimentary experience in
both fields.
Dr. Kisner founded (2003) and is
President of NorthEast Clinical
& Anatomic Pathology Solutions,
LLC, DBA NECAPS a laboratory consulting
company, and NECAPS GPO, LLC, a
group purchasing organization, which
targets Integrated Health Network
(IHN), Independent (IL), Anatomic
Pathology (AP) and Physician Office
(POL) Laboratories.
Previously, Dr. Kisner was Executive
Vice President, Lab Director of
Path Lab Inc., a full service reference
laboratory serving the Northeastern
U.S. Dr. Kisner served as Laboratory
Director of Path Lab Inc. from 1987
through 2001, and helped guide the
company through the sale and transition
to Laboratory Corporation of America
from 2001 to 2003. Path Lab was
one of the first laboratory based
hospital IHN in the country, and
Dr. Kisner was instrumental in the
design and development of the operating
model of the IHN.
Dr. Kisner has extensive experience
and knowledge in laboratory operations,
hospital laboratory management,
and laboratory business development
and strategic planning.
He is on the editorial advisory
board of Clinical Laboratory Management
Review, the journal of the CLMA.
He has previously served as editor
of the "Diagnostics Report",
a newsletter on the diagnostics
industry, has written for numerous
scientific and management publications,
and frequently speaks nationally
on various laboratory related topics.
Dr. Kisner received his Ph.D. from
the University of Rhode Island in
1982, and served a clinical laboratory
residency at the University of Maryland
through 1984. In addition, Dr. Kisner
received his MBA from an executive
program at Loyola College in Baltimore
in 1987.
